The Plenary Assembly

The supreme organ of the FP-ICGLR, deliberating on all matters within its competence.
  • 01. Core Mandate

    The Plenary Assembly is the supreme organ of the FP-ICGLR. In accordance with Article 6 of the Inter-Parliamentary Agreement establishing the FP-ICGLR signed in Kigali, Republic of Rwanda, on 4 December 2008 and revised on 12 December 2011 in Kampala, Republic of Uganda, and on 8 December 2016 in Khartoum, Republic of Sudan, respectively, the Plenary Assembly is competent to deliberate on all matters within the competence of the FP-ICGLR.
    It shall be headed by the Bureau, which shall be composed of the elected President, the sitting President and the outgoing President. The Sitting President shall be the substantive President and shall serve for a term of one year.

  • 02. Key Responsibilities

    1. Adopt the Internal Rules and Regulations of the Forum
    2. Approve the nominations of the political personnel of the Forum
    3. Adopt the Forum's Budget
    4. Adopt the reports of Committees
    5. Adopt resolutions and recommendations to be addressed to the Governments and Parliaments of the Member States
    6. Deliberate on all matters that fall within the scope of the Forum

  • 03. Assembly Composition

    The Plenary Assembly shall be composed of six (6) delegates appointed by each National Parliament, of whom at least one-third shall be women, including the Speaker of that respective Parliament, who shall be the head of the national delegation.
    Each member Parliament shall ensure equitable representation in the composition of the national delegation to the Plenary Assembly, of the various political tendencies existing in its home State.

  • 04. Decision Making

    The Plenary Assembly shall take its decisions by consensus or, if no consensus is reached, by a two-thirds (2/3) majority of the Parliaments which are present and voting, on matters of substance.
    For the Plenary Session to deliberate, a quorum of at least seven (7) member Parliaments shall be required.

  • 05. Session Schedule

    The Plenary Assembly shall hold one (1) ordinary session per year, each lasting a maximum of three (3) days.
    Extraordinary sessions may be convened as and when the need arises.
